Los órganos de Gobierno del Colegio de Ingenieros Civiles de México están conformados por: la Asamblea General; el Consejo Directivo y la Junta de Honor.
El Consejo Directivo se apoya para su desarrollo operativo en: el Consejo Consultivo, el Consejo de Certificación y el Consejo Académico, además de un grupo de comités.
Está integrado por los Expresidentes del Colegio que por razones de antigüedad hayan dejado de pertenecer a la Junta de Honor o en caso de fallecimiento o incapacidad del Expresidente lo suplirá el Vicepresidente de mayor antigüedad en el Colegio, en caso de fallecimiento o incapacidad de éste el Segundo Vicepresidente o el que haya ocupado el siguiente puesto en orden jerárquico dentro de su Consejo Directivo.
Su función es ser órgano de consulta del Consejo Directivo y presentar las recomendaciones que estime convenientes, al Consejo Directivo o Junta de Honor.
La integran los cinco últimos Expresidentes del Consejo Directivo del Colegio. Los miembros de la Junta se denominarán Vocales, con excepción del Expresidente más antiguo que fungirá como Presidente de dicha Junta.
En caso de defunción o ausencia definitiva de alguno de los miembros de la Junta de Honor ocupará su lugar en primer término el Vicepresidente del Consejo al que haya pertenecido, cuya antigüedad en el Colegio, sea la mayor.
Establece los procesos de certificación de ingenieros civiles y peritos profesionales por especialidad; asesora y apoya al Consejo Directivo en el desarrollo de programas de actividades y en la promoción para la certificación de peritos profesionales. Promueve la creación de los Comités Dictaminadores por Especialidad que requiera la profesión.
El consejo de Certificación se integrará con miembros del Colegio y de las sociedades técnicas que hayan suscrito convenios de colaboración con el Colegio. El Consejo de Certificación será presidido por el Presidente del Consejo Directivo y en su ausencia por un Vicepresidente designado previamente por el mismo Consejo Directivo.
Las facultades, funciones, organización y procedimientos de operación, se establecen en su reglamento, aprobado por el Consejo Directivo.

Tiene como objetivo elaborar los códigos de ética y normas de conducta, que difunde entre los miembros del CICM, ingenieros civiles en general, instituciones, organizaciones. Vigila su observancia, a fin de lograr los principios y normas expresados en dicho código constituyan el sello distintivo del actuar de los ingenieros civiles colegiados.
